Colonial Secretary E. Deas Thomson publishes Governor's revised rules for convict indulgences (Sydney, 1 May 1846): any prisoner of the Crown with three clear years free of punishment may apply for a ticket of leave, and a ticket-holder of three years' good conduct, recommended by three magistrates, may petition for a conditional pardon — with a warning that improper applications will forfeit the indulgence.
